What it detects

This rule detects the ssh client invoked with the reverse port-forwarding flag which establishes an inbound tunnel to an attacker endpoint. Akira operators used ssh reverse tunnels for command-and-control and persistent remote access. Reverse tunnels bypass perimeter controls by originating the connection from inside the network.
